Do you have to meet in person to get an Australian visa?

Partner visas from Philippines to Australia (or any country, for that matter) have a legal requirement that you must meet in person before applying. There is no exception to that rule. Tourist visa applications require that the couple have a genuine reason for the applicant to travel to Australia, and they do this to prevent abuse of Australia's immigration system. One genuine reason for a tourist visa is that a couple are in a genuine relationship, and wish for the Filipina lady to travel to Australia to enhance their relationship. It's hard to establish this if the Australian sponsor hasn't traveled to the Philippines and met her in person.
