An Australian permanent resident. What does it mean?

Australian permanent resident? Permanent visa holder, and think you will have difficulty obtaining Australian Citizenship under the new Citizenship regulations in April 2017? What are the disadvantages, if any, of remaining a permanent resident?

Australian Citizenship just got harder. It has a longer residency residency requirement now, ie. 4 years as a permanent resident instead of 1 year. It has a harder citizenship test.
